Snow has been coming down in Castle Rock for nearly 24 hours now, and it looks to last at least another 12 hours.

 About 15 inches of snow had fallen in Town by 3 p.m. Friday, causing many closures and cancellations.

Kids’ Nite Out at the Recreation Center is canceled tonight, as is the Hoopla youth basketball event that was scheduled tomorrow.  The Hoopla will instead occur next Friday, Feb. 10. A schedule will be emailed to participants and their coaches Monday.

Castle Rock now is under a winter storm warning until 5 a.m. Saturday. The previous blizzard warning has been canceled. Still, another foot or more of snow could fall before the storm moves out of the area late tomorrow morning, according to the National Weather Service.

Town snowplow crews will continue working around-the-clock through at least 2 p.m. Saturday, with a focus on keeping main streets safe for traffic and emergency responders. Residential streets are being plowed as well. Visit CRgov.com/plowtracker to see an estimated timeframe for a plow’s arrival in your area. The Town’s plowing standard on residential streets is a single passable lane to meet the needs of emergency responders.

The Police and Fire departments have responded to a handful of accidents throughout the storm, but none have had serious injuries.Those who must travel during the storm should keep food, water, a flashlight and dry clothing in their vehicles and should stay with their vehicles if they become stranded.

Some interstates and highways throughout the state are closed due to the storm. Before heading out, check statewide road conditions a tcotrip.org or by calling 511.

This is the Town’s last planned update regarding this snowstorm unless conditions worsen, requiring further information for the public. 

A reminder that residents and business owners should clear the snow from the sidewalks surrounding their properties – and also from any nearby fire hydrants – within 48 hours after the snow stops. Snow should not be shoveled into the street, but rather onto grassy areas.

If ice control is needed after the storm due to melting and refreezing, it will be prioritized, with emphasis placed on high-pedestrian areas, such as near schools. The Town recently acquired a new piece of equipment that makes ice removal quicker and more efficient.

An alternative route is advised next week for users of the eastern leg of Plum Creek Parkway, as warranty repairs on the new road are expected to disrupt traffic Sept. 29 through Oct. 1.

Work to repair the asphalt will cut the road down to one lane at times. One lane of the roundabout at Ridge Road also will be closed at times, though not while a lane on the road is closed.

Traffic will be able to travel in both directions, but motorists wishing to avoid potential delays should use Fifth Street on the days when work is under way.

Work on curbs along the stretch also will occur next week, but that is not expected to impact traffic.

Electronic message signs will be posted this week, warning drivers of the coming construction, and flaggers will be in the area to help direct traffic while the crews are working.

The work is being done under the Town’s original contract, at no additional cost to the Town.

Centura Health, developer of the Castle Rock Adventist Health Campus, the new medical campus being constructed in The Meadows, is seeking changes to the allowed building height and signage for the project.

The public is invited to hear their proposals at the upcoming Planning Commission meeting – Sept. 23, 6 p.m., Town Hall Council Chambers.

The changes they are proposing would not impact any part of The Meadows development, other than the health campus.

The proposed height regulations would allow heights of 85 feet for 80 percent of the hospital buildings and 105 feet for 20 percent of the buildings.

The 85-foot height would only be allowed for buildings designed for hospital occupancy, so any medical office buildings would meet The Meadows’ standard 60-foot maximum height. The campus plans to use the 105-foot height provision to highlight the building’s main entrance so it’s easily visible to visitors.

The health campus is also proposing larger and taller signage than is permitted elsewhere in The Meadows. According to Castle Rock Adventist Health Campus, the signage is critical to helping patients and visitors navigate the site.

They are proposing to add a sign on a retaining wall at the corner of Meadows Parkway and Meadows Boulevard and to increase the campus’ freestanding sign height from 8 feet to 25 feet to improve visibility, among other requests.

The campus is initially planned to have a 40,000-square-foot medical office building and a 22,000-square-foot emergency room and imaging center. It is scheduled to open in late 2011.

All commercial medical marijuana operations will be prohibited in Castle Rock as of Jan. 1.

Town Council voted 4-3 Tuesday to pass a prohibition ordinance on second and final reading.

The ordinance will take effect after the standard 30-day referendum period.

The ordinance will ban medical marijuana centers, optional-premises cultivation and the manufacturing of marijuana-infused products within Town limits – an action allowed by the Colorado Medical Marijuana Code.

The ordinance means that the only licensed medical marijuana business can continue to operate until its business license expires Dec. 31, provided it remains in good standing. After that time, that business also will be subject to the prohibition ordinance.

It also means that, as of Jan. 1, 2011, medical marijuana only could be lawfully cultivated in Castle Rock by a patient, for personal use, or by a caregiver, as authorized by the Medical Marijuana Code and the Colorado Constitution.
